Introduction

The Individuals with Disabilities Act (IDEA) of 2004 requires the Wisconsin Department of Public Instruction (DPI) to have in place a State Performance Plan (SPP) that:
 
    1.) Evaluates the State's efforts to implement the requirements and purposes of IDEA using twenty indicators of compliance and performance, and
 
    2.) Describes how the State will improve performance.
 
The State Performance Plan represents the department's six-year plan for improving outcomes of children with disabilities in Wisconsin and supports the commitment to ensure the opportunity of a quality education for every child – the New Wisconsin Promise.
 
Using a stakeholder process, the department set measurable and rigorous targets for the twenty indicators in the SPP. The DPI is required to submit to the U.S. Department of Education, Office of Special Education Programs (OSEP), an Annual Performance Report (APR) describing the State’s progress or slippage in meeting the targets. In addition, DPI must report annually to the public on the performance of each local educational agency (LEA) on Indicators 1-14. For Indicators 7, 8, and 14, DPI will collect a sample of data. For Indicators 11 and 13, DPI will collect data through its monitoring cycle of LEAs. However, DPI must collect and report on the performance of each LEA on each of the indicators at least once during the course of the SPP. For all other indicators for which DPI is required to report at the LEA level, DPI will report annually on every LEA. The department will report this data through the Special Education District Profile.
 
DPI will not report to the public any information on performance that would result in the disclosure of personally identifiable information about individual children. In addition, the department will note where the available data is insufficient to yield statistically reliable information. The DPI strives to include the most currently available performance data on each LEA.
 
Currently, the Special Education District Profile includes:
 
    1.) 2005-06 data for Indicators 1-6 and 12; 2006-07 and 2007-08 data for Indicators 1-5 and 8-14. Select the desired year from the dropdown box.
