This district-specific computation is based on, among other items, the district’s enrollment changes, the Consumer Price Index, and the district's prior year controlled revenue. Using an algebraic formula, each district computes a dollar amount that will be the maximum amount of revenue it may raise through state General Aid, Computer Aid and property tax for the current year. Districts must use the Department of Public Instruction’s (DPI) October 15 General Aid Certification and Computer Aid amounts to determine their current-year levies for the General (Fund 10), Non-Referendum Debt (Fund 38), and Capital Expansion Fund (Fund 41) so as to not exceed their maximum Revenue Limit amount. Due to the complexity of this calculation, the School Financial Services Team (SFS) provides assistance to districts by publishing on the internet an Excel Revenue Limit computation that is pre-populated with actual district data on file at the DPI. It is imperative that districts review what is displayed in this file, as their records may differ from information at DPI. When additional information becomes available, the SFS Team will upload a revised Excel file using the new data elements. This RSS feed will deliver immediate notification to a user’s news aggregator whenever a change is made to this computation on the School Financial Services website. The only change from the 09-10 current law worksheet previously posted is a change to Line 4B (Low Revenue Increase), which was increased to $9,400. Technical Clarification: There is some confusion regarding how the yearly CPI inflationary measure is incorporated into the revenue limit computation. The per pupil inflationary amount used in Line 4A (Allowed Per Pupil Increase) of the 2008-09 Revenue Limit Computation was $274.68. Per statute, the CPI increase from March, 2008 to March, 2009 would be applied to the 08-09 number, creating a new number which would then be used in Line 4A of the 2009-10 computation. So, if the CPI increase was 3%, then $274.68 would be increased by 3%, with the result being the per-pupil increase to be used in the 2009-10 computation. The Department usually receives the CPI increase from the Department of Revenue in mid-April. Current Considerations: There also has been much discussion, given the economy, regarding the possibility of a negative CPI and its effect on the per-pupil increase in the computation. While the statutes are unclear on this technicality (and statutory interpreters are currently reviewing this question), the only information available at this time is consideration of a possibility. For example, assume the March, 2008 to March, 2009 CPI IS negative -- a negative 1%. Then, depending on the interpretation, the per-pupil increase amount MIGHT be reduced to $271.93, depending on the outcome of the statutory review. The Department will communicate information as it becomes definite. In the meantime, districts may want to run numbers on both sides of last year's amount in their budget development scenarios. Membership audits have been announced, so districts wishing to amend their pupil count report will be required to follow alternate procedures as follows: Districts Required to have a membership audit: The School Finance Reporting Portal will remain open to districts selected for membership audit. Districts are to make audit differences through the reporting portal by changing original data. The Auditor is not allowed to make changes, rather may only print the "Audit Changes: Summary". Once DPI receives the audited membership report, your district will be locked. If an amendment is required subsequent to the audit, follow the same procedures as Districts not required to have a membership audit. Auditor must concur in writing to any changes made subsequent to the audit. Districts NOT Required to have a membership audit: Any changes to the PI-1563 Pupil Count Report will be made by the district via the School Finance Reporting Portal. Please send an email to: DPIsfsreports@dpi.wi.gov indicating which count date, what changes are to be made and why, and contact info. You will be contacted as to when the reporting portal will be open for you to make an amendment to the appropriate report. Be sure to press the “submit” button after completing the amendment process.
